Trilateral Capacity Development Program MoU with UNICEF and WDC…!!!

The Ethiopian Water Technology Institute (EWTI), Water Development Commission (WDC), and UNICEF have signed Triangular Memorandum of Understanding (MoU) agreement focusing on WaSH Sector’s Capacity Building Training Program for water sector professionals found in Oromia, SNNPR, Afar, Somali and Amhara regional Water Bureaus.

The three-cornered agreement was signed on Thursday 4th March 2021 at the Head Quarter of the Water Development Commission between H.E. Tamene Hailu (Ph.D.), Director General of the Institute, and H.E. Beshah Mogesse (Ph.D.), Commissioner of Water Development Commission and UNICEF Chief of WASH Mr. Kitka Goyol. Management and delegation members of the three parties, representatives of NGO’S partners were presenting during the trilateral agreement signing and launching ceremony.

The overall goal of the Capacity Development program giving by the three parties is targeting Post Construction Management and Water Well Drilling Support for Sustainable Water Supply UNICEF Supported WASH Projects among the regions. Improving the water supply and sanitation provision in various parts of the country by enhancing water supply system operation, maintenance, and administration knowledge & skills through training inappropriate with Construction Management and Water Well Drilling technology.

The MOU focuses on the establishment of a short-term training program in Water supply & sanitation-related courses and water well drilling capacity through the application of appropriate technologies, which can be implemented as a part of One WaSH National Program Phase II and the Ten years strategic plan of the country in the WASH sector. The main objectives of the program are: -

1. Ensuring safe and sustainable water supply service delivery of 16 climate-resilient MV’s (4 in Afar region, 5 in Amhara region, and 7 in Somali region) through establishing 12 rural public utilities (4 in Afar, 5 in Amhara, and 3 in Somali regions). Strength managerial and technical skills of a maximum of 255 staffs (the number shall be revised after preliminary survey work) based on capacity gap assessment through continuous training and provide on-job training together with follow up support. Provide necessary capacity-building technical support for a total of 16 MVs, so as to provide safe water with the standard service level.

2. Strengthening water well drilling capacity through application of appropriate technologies and working procedures in 5 regions (Amhara, Oromia, SNNPR, Afar, and Somali regional states). Strengthen water well designing, drilling construction, and supervision capacity through continuous training for 130 professionals and providing on job training together with follow up support for regional water bureau and regional drilling and design & supervision public enterprises.

The primary direct target group of this project objective will be managers, board members, and operators of multi village schemes (MVs), Regional, Zonal, and Woreda water professionals of Afar, Somali, and Amhara regional state. Regional water bureau, regional drilling public enterprise, regional waterworks design, and supervision enterprise, and zonal water offices of Oromia, SNNPR, Afar, Somali, and Amhara regional state. Additionally, Institutions and experts who involve in the project also became beneficiaries of the project (government organizations such as EWTI, TVETC’s, MoWIE, WDC, and NGOs like WaterAid-Ethiopia, IRC-WASH, and Millennium Water Alliance) will benefit from the project outputs.

The project is planned to be executed within One-year implementation and 6 months of follow-up monitoring from March 2021 to August 2022 and will be implemented within the framework of the agreement of three parties.
